In recent chapter 907 we see the Five Elders prepare to meet with a hooded figure alone and order their guards to leave. Their guest is revealed to be Shanks, who wishes to talk with them about “a certain pirate”.
My Theory is that Shanks is there to break out a deal to the Gorsei to help out Luffy in a pinch. What pinch am I talking about? The recent alliance between Big Mom and Kaido to bring down Luffy and the Straw Hat Pirates.
The deal would consist of a goal to capture and/or demolish the Big Mom Pirates and the Beast Pirates. Both Kaido and Big Mom will be out to get the Straw Hat Pirates meaning you can easily knock two birds with one stone in the same area. They will be preoccupied with their own goal which is a perfect chance to strike them and tip the balance of power towards the World Government and Marines.
Now from here, my next theory takes 2 different paths:
1.Shanks will help the World Government and Marines capture/take out the two Yonkos to help Luffy once again.
2.Shanks will strike Blackbeard Pirates while World Government and Marines are occupied with Big Mom and Kaido.
If Big Mom is heading to Wano to join Kaido, this would be a good opportunity for the World Government to step in Wano, clear out the two pirates and claim that they have freed Wano. Using that as leverage to gain another powerful country.
A big power paradigm shift in the Pirate World will be inevitable which ever path is took. In the end of all that, I believe Straw Hat Luffy will become one of the Yonkos.
