Vegapunk speculates that devil fruits are manifestations of dreams. So what if devil fruit Awakening is only possible, if the users motivations and actions line up with the dream that created the fruit?
Let’s say the Nika fruit was created by the wish to gain absolute freedom. Luffy’s motivations line up perfectly with that dream and that’s why he was able to awaken it.
Doflamingo might be an even better example. The string-string fruit was likely created by the wish to gain absolute control over others. Doffy used the fruit to achieve exactly that, thus allowing him to awaken it.
Awakening being tied to dreams could also explain why Kaido didn’t have Awakening. Eastern dragons are usually depicted as gentle creatures or guardian deities. However Kaido used it to cause violence and destruction, going against the fruit’s intended purpose.
