10 – HACK

“Hundredth Dan” Hack is a Japanese soldierfish fishman and member of the Revolutionary Army.
Hack has exceptional superhuman strength. He could stop an assault from a large gladiator by grabbing his opponent’s spiked club, with the man commenting that he was unable to move his weapon in Hack’s grip.
He’s a highly proficient expert in Fishman Karate, being a 100 level practitioner and an instructor. He could use high level Fishman Karate techniques to defeat his opponents in one hit. He’s also a Fishman Jujutsu martial artist, although he has not been seen using any techniques.

9 – BELO BETTY

Belo Betty is an executive of the Revolutionary Army who serves as the East Army Commander.
Betty has eaten the Kobu Kobu no Mi, a Paramecia-type Devil Fruit that allows her to encourage and rally people into fighting, increasing their resolve and physical strength. In the Lulusia Kingdom, she enabled a group of helpless citizens to grow stronger and successfully beat back the Pinkbeard Pirates with only sticks.

8 – INAZUMA

Inazuma is a Revolutionary, originally from South Blue.
Inazuma ate the Choki Choki no Mi, which allows him to transform parts of his body into scissors and manipulate whatever he cuts as though it were paper. It was also demonstrated that after cutting an object, it remains as if it was paper (as shown when fighting with Magellan making him able to move it at ease as if a paper itself). It was first seen in Level 6 of Impel Down where he cut the floor, flipping it as it was paper and laid it over the staircase, so the sleeping gas could not enter the area.
Though he appears to primarily fight with his Devil Fruit powers, he is also a proficient physical fighter, proven when he sent a wolf from the ferocious Wolf Unit flying with a kick. Even the Level 6 prisoners compliment his skills.

7 – LINDBERGH

Lindbergh is a cat mink and an executive of the Revolutionary Army, serving as the South Army Commander.
As a member of the Mink Tribe, Lindbergh is a natural-born warrior and is capable of using Electro, although he has not been seen using it. He is also able to transform into his Sulong form when he see the full moon, though it is unknown if he can control it.
Lindbergh is a highly skilled and talented inventor, having created weapons and gadgets of advanced technology that he uses for combat.
He debuted a weapon called “Cool Shooter” which can fire rapid bullets that freeze small sections of its targets’ bodies.

6 – KARASU

Karasu is an executive of the Revolutionary Army, serving as its North Army Commander.
Karasu has seemingly eaten a Devil Fruit of an unknown type that allows him to turn his body and clothes into a flock of crows. In this form, he is capable of performing actions over a wide area, as shown when he stole all of the Pinkbeard Pirates’ swords at once. Each crow is capable of carrying an average-sized person on its back, and they are also used to deliver newspapers.

5 –  MORLEY

Morley is a giant okama and an executive of the Revolutionary Army, serving as the West Army Commander.
Morley ate the Oshi Oshi no Mi that allows him to manipulate the ground he touches like clay. Using this power, he can easily move underground, as well as attack enemies by pushing clumps of ground onto them, as it seems to otherwise mantain its original weight and hardness.
As a giant, Morley possesses tremendous physical strength and a longer lifespan when compared to humans. Because of his size, he is able to move very large sections of the ground with his Devil Fruit power.
Morley wields a large harpoon-trident hybrid, which he uses in conjunction with his Devil Fruit power to move the ground.
Over 100 years before the start of the story, Morley was a wanted pirate who was imprisoned at Impel Down. Somehow, he managed to escape the prison, a fact that remained unknown for a long time allowing the prison to keep its status as being unbreakable until Shiki’s escape many years later. The tunnels Morley carved with his Devil Fruit abilities would later be known as the Level 5.5, which housed the Newkama Land.

4 – EMPORIO IVANKOV

Emporio Ivankov is the “Queen” of the Kamabakka Kingdom and is one of the officers of the Revolutionary Army.
He is considered the greatest okama in the world. In contrast to his rather comical appearance, Ivankov is a powerful fighter with great strenght and endurance. He is an extremely powerful grandmaster of a martial art called the Newkama Kenpo.
Ivankov ate the Horu Horu no Mi, which allows him to control the hormones of the human body, and is one of the very few known powers coming from a Devil Fruit that can affect other people’s bodies as well as his/her own. This power led him to be known as the “Miracle Person”.
He can remodel a human from the inside, which allows them to change all physical aspects, including: sex, growth, skin pigment, and many other things.
This also allows him to boost a person’s chances of survival from conditions that would otherwise mean certain death. However, it is only a slight increase, so only those with a strong enough will can recover. Also, the process apparently shortens a person’s potential lifespan.

3 – BARTHOLOMEW KUMA

Bartholomew Kuma is a Shichibukai and a former Commander of the Revolutionary Army. He is one of the few people to have completely defeated the Straw Hat Pirates, and is also the only character introduced so far that has defeated the crew single-handedly, twice.
Kuma is extremely fast, enough to seem as though he has disappeared in the eyes of the Straw Hats, as well everyone on Thriller Bark. This is, however, unclear if it has something to do with the modifications from Dr. Vegapunk, or if it is part of his Devil Fruit powers, or simply his raw speed.
Kuma ate the Nikyu Nikyu no Mi, a Paramecia-class Devil Fruit, which gave him paw pads on his palms which give him the power to “push” or deflect anything, including the air around him, allowing him to not only defend himself from attacks but also to push objects at great speed.
He has made numerous people “vanish” by slapping them with one of his hands. It is later revealed that he pushes them away, sending them flying to another destination.
Kuma’s abilities can also be used to create massively destructive attacks. This is displayed by one of his signature moves, “Ursus Shock”, essentially a bomb made of highly compressed air created by pushing the air between his hands.

2 – SABO

Sabo is the Revolutionary Army’s chief of staff, recognized as the “No. 2” of the entire organization, ranking directly under Monkey D. Dragon himself.
After joining the Revolutionary Army, Sabo was personally trained by Monkey D. Dragon and attained tremendous physical prowess by adulthood. He has become a master of the Ryusoken fighting style, which revolves around the use of grips, which he refers to as “claws”.
Sabo is the current user of the Logia-type Devil Fruit, the Mera Mera no Mi, which originally belonged to his brother Ace before his death. With it, Sabo is able to become the element of fire and control the flames from his body at will.
Sabo has shown incredible mastery of Armament Haki, which he can imbue into his arm or his pipe. He is also highly skilled in the use of Observation Haki.

1 – MONKEY D. DRAGON

Monkey D. Dragon is the infamous leader of the Revolutionary Army. He is the World Government’s greatest enemy, and is the most dangerous and most wanted man in the world.
Dragon is already a powerful threat in his own right, as well as having powerful subordinates such as Sabo, Ivankov, Bartholomew Kuma, and Inazuma who are in comparison, lower in rank. This only speaks volumes of his true power.
Dragon has been shown to control the air and even lightning, just whether in general. He probably has the strongest Zoan Devil Fruit in the series.
When he was mentioned at the Summit War everyone froze, just at the thought of Dragon. Everyone is scared of him. He is at least Yonko level. Maybe the strongest character of the series.
