Eastern Dragons, like Kaido is based off, are mainly distinct from Western Dragons through the no-winged design and the fact that they are considered deities and not just monsters like Western Dragons.
The main attributes and abilities of the Eastern Dragons are Controlling the weather, Controlling floods, Controlling droughts, Immortality and shape shifting.
Breathing fire is apparently a Western dragon thing. Anyway, we’ve already seen two of these attributes given to Kaido. The first is controlling the weather like the swirling clouds and even Momonosuke has a similar attribute with creating clouds. The second attribute is Immortality which I personally think is going to be the main one as regard to Kaido’s character so I don’t think Kaido even needs the rest of the attributes listed.
I say he doesn’t need the rest because first of all they are a bit abstract in nature like controlling drought. Secondly I think Oda noticed this and decided to give these other attributes to Kaido’s three henchmen such as with Jack the Drought.
Notice that these can be attributes or actual abilities, so the other two henchmen should just be, Queen the Flood and King the Famine because he has the Shapeshifting ability. Okay the King one could be some other Disaster but the point is, Queen and King will be the ones to be attributed to the Controlling floods and Shapeshifting aspects of a Dragon, just like Jack has the Drought aspect.
