Now that we have discovered many bounties of the major pirates of One Piece, I think it’s the best time to estimate what might be Mihawk’s bounty.
INDIVIDUAL POWER LEVEL
When it comes to his individual power, Oda hinted many times that Mihawk is one of the best fighter of One Piece. He’s probably at Yonko level.
His power makes him difficult to control, difficult to arrest and difficult to stop if he decides to step over the line the Government has set.
In a SBS, Oda said Enel would have a bounty of 500,000,000 Berries, if he had been a pirate. Ace was at 550,000,000 Berries and Sabo is currently at 602,000,000 Berries.
Enel is often understimated, but he was clearly a threat and a killing machine. Mihawk is without a doubt stronger than Enel and certainly stronger than Sabo and Ace. After all, he’s more experienced and focus entirely on fighting. Still, Sabo is the chief of staff of the Revolutionary Army and Ace was an important figure in Whitebeard’s Crew, those external elements are also factors that weight in in their current bounties.
Shanks is around 4,000,000,000 Berries, but his influence, crew and diplomatic powers are taken in account. Mihawk’s bounty is bit more tricky since it would only reflects his own level of danger, without any external factors.
Katakuri is probably a nice standard of comparison. Katakuri is one of the strongest and most deadly warrior shown so far. Much like Mihawk, he seems to focus entirely on fighting and seems quite chill. He has a bounty of 1,000,0000,000 Berries. Katakuri is also Big Mom’s son, her second in command and has a lot of people under his command. Again, Mihawk would be judged on his strength alone.
DESTRUCTIVE POWER LEVEL
Mihawk might be one of the strongest fighter in duel, or the best at killing people face to face. That still makes him less dangerous, overall, than someone who possesses the power to create earthquakes at will or someone who can control fire and set entire cities ablaze in a sudden fit of rage. Let’s not even speak of someone who can transform into a giant indestructible dragon and fire gigantic laser from his mouth.
The World Government doesn’t care that much about who can beat who, like we are, as readers. What the World Government and the Marines care about (or feint to care about) is world peace and the safety of the people under their protection. The magnitude of destruction one individual can makes certainly play a big factor in bounties level. Mihawk, while dangerous, isn’t in the same league of someone who possesses the Gura Gura no Mi or another highly destructive power or weapons. For example, if Crocodile had succeeded to retrieve Pluton and if Pluton is as destructive as its reputation suggest, he would be one of the most dangerous individual in the world, on the sheer fact he could destruct entire islands at will.
PERSONALITY
Not much to say here, Mihawk temper is pretty tame and he seems to do his stuff peacefully. It’s even hard to imagine why he had a bounty in the first place. I’m guessing he defeated/killed many powerful marine swordsmen in the past.
