That’s what the CP0 were negotiating with Orochi early) and given the history that Wano closed itself to not be under the old World Government, I don’t know why they would open their borders now to join the World Government. I think the whole purpose to open Wano is to help the next Joy Boy.
— It’s been a long time since we’ve had a Big Party like the ones of Skypiea, Water 7 and Fishman Island. Luffy said they would commemorate the joining of Jinbe together with everyone after beating Kaido.

Tama will stay as she’s not a kunoichi yet, she’ll train under Shinobu, and the main reason being that now, she’s one of the most important people responsible for the protection and rebuild of Wano. She controls all the Smile users of the Kaido’s crew, now her underlings. She can’t leave Wano so early.
And with this, Wano would be over.
