During the most recent Reverie, the World Leaders voted to abolish the Shichibukai System.
Fujitora revealed that the World Government intends to replace it with a creation of the SSG(Special Science Group), which is headed by Dr. Vegapunk
My Thoughts
Dr. Vegapunk was involved in both the creation of the Pacifistas and the research into cloning. His work includes discovering the secrets and uses of seastone, the secrets of how Devil Fruit powers work, the co-discovery of the Lineage Factor and its applications, and various other scientific achievements that are said to be at least 500 years ahead of current technology.
My guess is the secret SSG project is going to be the ultimate cumulation of all his previous works put together. Specifically, I believe that the SSG will have found a way to infuse the DNA of devil fruit users into a new version of the Pacifistas, allowing them to mimic their powers.
I believe that the SSG will have the gather of various DNA samples from both the Marines and the inmates from Impel Down.
