I like the theory that the previous user of Kibi Kibi No Mi controlled Zunesha to turn the tide of that ancient battle now erased from history. Probably against the good guys and as punishment Zunesha now endlessly walks the seas and serves as a refuge for the descendants of the people it betrayed.
Tama’s Kibi Kibi No Mi Awakening could extend her powers from simply animals to SMILE users and potentially all Zoan users and maybe even people in general. From the perspective of an oppressive shadow government, this is terrifying.
