Fisher Tiger was a sea bream Fish-Man and the founder and original captain of the Sun Pirates.

When God’s Knights were first introduced, some people wondered why they didn’t stop Fisher Tiger from freeing the slaves.

We are told that there is an event that happened every three years. The World Government chose a non-affiliated island and hunted locals and slaves there. Going by Chapter 1095, some of the participants in this hunt were part of the God’s Knights.

Now we know that Boa Hancock was freed by Fisher Tiger 15 years prior to the start of the story. So given the two-year time skip, it was about 17 years ago. But God’s Valley happened 38 years ago.

So there would have been a similar event 35 years ago, 32 years ago, 29 years ago, 26 years ago, 23 years ago, 20 years ago, and 17 years ago. Is this why God’s Knights weren’t present to stop Fisher Tiger from freeing the slaves? Also, Fisher Tiger being a former slave, presumably, he would know about this event and be able to time his attack accordingly. I also think that the Celestial Dragons just didn’t believe anyone would be crazy enough to do such a thing.
