I have a theory not about the chapter, but why the manuscript for this chapter was delayed and unfinished. Back in 2015, Oda almost missed the deadline because drawing the reunion of Kyros and Rebecca took longer than expected. I believe father-daughter relationships are very emotional for Oda since he has two daughters.

He seems to me like an author who loves his characters deeply, even more than his readers. This was an emotional chapter for readers, so drawing it may have been even worse for Oda. The tragic backstory and heavy scenes look the most unfinished.

The lighter, easier scenes look more polished and finished by comparison, so my understanding is that while Oda’s assistants do finishing work, they had to wait for Oda to complete these key emotional scenes first, to work on, with him likely finishing the lighter scenes more quickly and struggling with the heavy ones, leading to an overall delay probably due to a combination of scheduling issues or other events. Hopefully Oda’s health was not a complicating factor.
