The World Government is keeping Luffy’s and Blackbeard’s bounties low on purpose, for not getting too much attention at the ”D.”

Now ask this, if government wants to hide, Luffy’s D. name, as well as his Joy Boy/Nika face from the wanted posters, why would they give them big bounties to get more attention on something that they want to hide?
It makes perfect sense why their bounties are so low because the World Government doesn’t want their ”D.” name to be talked.
