In One Piece the amount of a bounty is determined in response to the perceived threat level of the criminal in question; the greater the threat to the world, the greater the bounty.
In the eyes of a pirate, high bounties are thus usually seen as a sign of strength. After all, having been assigned a bounty means that the World Government as well as the Marines acknowledge the threat of the person to whom it is assigned.

10 – JACK THE DROUGHT
Jack the Drought is an All-Star of the Beasts Pirates, one of Kaido’s three closest confidants, known as the Disasters.
His bounty of 1,000,000,000 Berries indicates that the World Government considers him extremely dangerous and threatening to their operations
9 – CHARLOTTE KATAKURI
Charlotte Katakuri is the second son and third child of the Charlotte Family and the strongest of the Three Sweet Commanders.
With his bounty of 1,057,000,000 Berries, Katakuri currently holds the ninth highest known bounty in the series.
8 – QUEEN THE PLAGUE
Queen the Plague is an All-Star of the Beasts Pirates and one of Kaido’s three right-hand men, the Disasters.
It has been implied that Queen is even stronger than the extremely powerful Jack. He has a bounty of 1,320,000,000 Berries.
7 – MONKEY D. LUFFY
After his invasion of Totto Land and actions against the Yonko Big Mom, Luffy is currently considered by the global press to be the Fifth Emperor. With his bounty of 1,500,000,000 Berries, Luffy has the seventh highest known bounty in the series.
6 – BLACKBEARD
Marshall D. Teach, also known as Blackbeard, is the admiral of the Blackbeard Pirates and a member of the Yonko. He is also the only person in history known to have the powers of two Devil Fruits.
With his bounty of 2,247,600,000 Berries, Teach has the lowest bounty among the 4 Emperors.
