Here’s the list about the strongest Armament Haki (Busoshoku Haki) Users. Of course the list contains only those characters who have already shown this ability:
10 – FUJITORA/ KATAKURI/ SABO
Fujitora could clash head on physically with Sabo, a Logia-class Devil Fruit user and also a proficient Busoushoku Haki user, demonstrating an extremely high level of skill in Busoshoku Haki. He could focus strong concentration of Busoshoku Haki into his sword, turning it obsidian black and making it strong enough to defend against the razor sharp threads of the Birdcage, which can slice cannonballs and buildings with great ease.
Katakuri is an extremely powerful Busoshoku Haki user, as shown when he imbued his mochi leg with it in order to bludgeon and injure Luffy. His Haki enhanced strikes are powerful enough to counter and overpower Luffy’s own Haki enhanced attacks, and he has boasted that his Busoshoku Haki is superior to Luffy’s. When his Haki is compressed and focused when performing his Zan Giri Mochi attack, Katakuri’s Haki becomes flame-shaped like Big Mom’s Haki and Luffy’s Haki when he uses Gear Fourth and the luster of it is light blue unlike Luffy’s pinkish red.
Sabo has shown incredible mastery of Busoshoku Haki, which he can imbue into his arm or his pipe. His Busoshoku Haki is strong enough to shatter Burgess’s Haki infused right arm armor, as well as Diamante’s sword. His mastery of Busoushoku Haki is superior to Bastille’s, as seen when the Vice Admiral attempted to cut him down with Haki enhanced sword strikes; not only did Sabo manage to block his Same-kiri Bocho, he even managed to destroy the entire blade with relative ease.
9 – HYOGORO / KAWAMATSU / SENTOMARU
Hyogoro is an extremely skilled and experienced Busoshoku Haki user, which is called “Ryuo” in Wano. He can harden parts of his body and can utilize an advanced application of Busoshoku Haki that allows him to emit his Haki a short distance without a medium. It is strong enough to strike down a Gifter without touching him.
Kawamatsu is masterful in Busoshoku Haki. This is shown when he performed an attack named Yagura Ryuo which repelled several Beasts Pirates charging toward him without direct contact.
Sentomaru can use Busoshoku Haki to enhance his attacks. His control is such that he can not only strike Devil Fruit users and cause them harm by bypassing their defenses, but do so without actually making physical contact. He claims to have the “world’s greatest defense”, shown when Luffy could not land even a single punch on him.
Sentomaru can use Busoshoku Haki at an advanced level that allows him to emit his armament a short distance without a medium.
8 – MONKEY D. LUFFY
Luffy learned to use Busoshoku Haki during the two-year timeskip and now he is very skilled at using it.
In Wano Luffy has learned how to use advanced Busoshoku Haki, allowing him to project the Haki a short distance without a medium, as well as utilize the higher grade of advanced Busoshoku, allowing him to send his Haki into a targets body and destroy said target from the inside. After training for a week under Hyogoro, Luffy now appears to be able to project his Busoshoku Haki at will, as seen when he was able to blast a hole through a tree by projecting from his fist. It is unknown if he is capable of destroying objects from the inside at will.
7 – AKAINU / AOKIJI / KIZARU
Akainu, Kizaru and Kuzan have all great mastery over Busoshoku Haki, as shown during the Battle of Marineford, when they used an advanced level of Busoshoku Haki to negate Whitebeard’s attempt to destroy the execution platform, by creating a shield combination of their three Haki.
6 – KOZUKI ODEN
Oden was an exceptionally skilled master of Busoshoku Haki. This is most noted as he was the only samurai who could tame the Meito, Enma despite its dangerous haki-draining properties, which even Kin’emon feared to accept. As a true and further testament to his skills, he was able to wound even the nigh-invincible Kaido whereas even Luffy using Boundman could not even damage him, displaying his supreme mastery of this Haki compared to Zoro who had his arm emaciated after his initial attempt at using Enma although he forced his Haki back into his arm.
Even at the age of eighteen, he was already masterful in using “Ryuo”, as he could imbue it into both his swords (Ame no Habakiri and Enma) hardening them and cleanly bisect the gigantic Mountain God of Wano in a single slash. At the age of twenty-nine, Oden could harden his swords and clashed against Busoshoku Haki enhanced Murakumogiri, one of the 12 Saijo O Wazamono belonging to Edward Newgate, who was an immensely powerful Busoushoku Haki master in his own right.
5 – SHANKS
Shanks has great mastery over Busoshoku Haki, as shown during the Battle of Marineford, with his Haki infused sword he easily blocked Akainu’s magma enhanced punch that is powerful enough to burn the strongest enemies such as Ace, Jinbe, and even the Yonko Whitebeard.
4 – BIG MOM
Big Mom has immense mastery of Busoshoku Haki. By hardening her arm, she could easily block Luffy’s Gear Fourth Kong Gun, a tremendous feat as Luffy’s Kong Gun is powerful enough to break through powerful Haki based defenses of highly skilled Busoshoku Haki users such as Doflamingo, Cracker and Katakuri.
3 – SILVERS RAYLEIGH
Rayleigh has an extremely high level of skill in Busoshoku Haki, allowing him to effectively bypass the powers of a Devil Fruit user and touching the “substantial body” beneath whatever protection the fruit provides as seen when he used Busoshoku Haki to kick and redirect an attack from Admiral Kizaru. Rayleigh’s immense proficiency in Busoushoku Haki allows him to use it for devastating offense.
Rayleigh can utilize an advanced application of Busoshoku which enables him to emit his Haki a short distance without a medium. He is also able to use a high-grade version of this technique, where Rayleigh can channel his Haki into his opponent, letting him destroy them from the inside out, which he first used to destroy Camie’s collar.
2 – MONKEY D. GARP
He demonstrates extremely proficient skill in Busoshoku Haki, being able to injure Luffy several times, bypassing his rubber body. He could harden his fist and turned it obsidian black, allowing him to counter and even crush Chinjao’s Haki-enhanced drill shaped head 30 years ago, proving his superior mastery compared to Chinjao, who himself is a powerful expert Busoushoku Haki user in his own right. During the Battle of Marineford, he managed to punch and hurt Marco despite the latter being in his regenerative phoenix form.
1 – GOL D. ROGER / WHITEBEARD
Whitebeard possessed an immense mastery of Busoshoku Haki, 30 years prior in his prime, his Busoshoku Haki coated Murakumogiri, was powerful enough to defend against both Enma and Ame no Habakiri, 21 O Wazamono Meitos, another superior Busoshoku Haki master who had hardened them using Haki; a notable feat as Oden bisected the enormous Mountain God and Enma would later wound the nigh-indestructible Kaido. He uses Advanced Busoshoku, proving his mastery by hardening Murakumogiri to the point where a black flame-like aura as large as himself formed around its blade and emitted Haki from a short distance, causing a gigantic shock wave that spread across the island after clashing against Gol D. Roger despite their weapons not connecting.
Due to his age and worsening health, it was not as powerful compared to his prime, but he could still negate the intangibility of Logia-based Devil Fruits. During the Marineford War, Whitebeard successfully inflicted significant damage on Akainu where Marco, Vista, and Jinbe, who were highly skilled Busoshoku Haki users, failed to do so.
Roger possessed immense mastery over Busoshoku Haki. He could imbue his weapons, specifically his saber, harden it and cause a stream of black flame-like aura just as large at himself to flow out from his sword and could clash against the Murakumogiri, one of the 12 Saji O Wazamono Meito.
As a testament to his mastery, he could even overpower Kozuki Oden, who was an exceptional master of Busoshoku Haki in his own right.
Roger proved his mastery and advancement of Busoshoku Haki to where he could emit it from a short distance using his saber as a clash between him and Edward Newgate which resulted in a gigantic shock wave that spread across the island despite their weapons not coming into contact with one another.
