10-VINSMOKE SANJI
“Black Leg” Sanji is one of the top four fighters in the Straw Hat Pirates crew alongside Luffy, Zoro, and Jinbe.
Due to years of extremely hard training under Zeff since childhood, Sanji has gained extraordinary superhuman physical prowess, speed, and agility, which enables him to use an array of handstands for a kick-based martial art, which makes him immensely versatile in combat.
Diable Jambe is the latest addition to Sanji’s original fighting style, where he heats up his leg, adding extreme heat to the impact of his kicks. In this form, Sanji, due to the high temperature has the ability to burn his opponents. While like this, he can light his opponent on fire. Sanji can also utilize this with either his left or right leg, as well as both at the same time.
Sanji has trained his Observation Haki to an extremely high level.
He also possesses the ability to use Armament Haki.
Germa 66 had created a Raid Suit specifically designed for Sanji. Its unique ability is that it allows Sanji to blend in perfectly with his environment, leaving him invisible to the human eye. This invisibility gives him a great advantage in battle, being able to land surprise attacks on opponents without them seeing him coming.
9-KARASU
Karasu is the commander of the North Army in the Revolutionary Army.
Karasu has seemingly eaten a Devil Fruit of an unknown type that allows him to turn his body and clothes into a murder of crows. In this form, he is capable of performing actions over a wide area, as shown when he stole all of the Pinkbeard Pirates’ swords at once. Each crow is capable of carrying an average-sized person on its back.
8-BASIL HAWKINS
Basil Hawkins is an infamous pirate from North Blue known as the “Magician” and the captain of the Hawkins Pirates.
He ate the Wara Wara no Mi, a Paramecia-type Devil Fruit that allows him to create and manipulate straw. He can cover himself in straw and make scarecrow-like straw avatars to aid his offense, and these creations also gain nail-based weapons.
By using the straw to create straw voodoo dolls, he is able to redirect any instances of physical damage inflicted upon him to another person, leaving him unharmed but forcing his victim to take the damage amounting to what he would have.
Hawkins has great skill in swordsmanship supplemented with his Devil Fruit powers. He wields a sword created out of the straws produced by his power, allowing him to form a flexible yet sharp whip-like single-edged blade. Hawkins can also use the pommel as a medium to produce his “Straw Man’s Card” puppet, and to guide the puppet’s movements.
7-X DRAKE
“Red Flag” X Drake is the Captain of the Marine Secret Special Unit SWORD and the captain of the Drake Pirates, who defected from his position as rear admiral to go undercover as a pirate.
X Drake has immense strength, being considered the strongest member of the Barrels Pirates during his youth, and was strong enough to become a Rear Admiral of the Marines prior to his defection.
X Drake possesses the Ryu Ryu no Mi, Model: Allosaurus, an Ancient Zoan-type Devil Fruit that allows the user to transform into an allosaurus hybrid and a full allosaurus at will.
The major strength of Drake’s fruit is that it allows him to turn into an allosaurus, a large and powerful predator from the prehistoric era. This makes this fruit well-suited for combat purposes, since carnivorous Zoans are said to be fiercer fighters than non-carnivorous ones. While in full allosaurus form, he acquires a strong biting ability that can even damage the heavy armor of the aforementioned Pacifistas, which are said to be stronger than steel.
6-TRAFALGAR LAW
Trafalgar Law is the captain and doctor of the Heart Pirates. He ate the Ope Ope no Mi, which allows him to create a spherical territory of light blue aura. In this territory, he is capable of separating and spatially displacing anything and everything inside (including himself), referred to as that he can “operate” on anything within the spherical “operating room”. Easily among the most versatile Devil Fruits around, with his powers, Law is capable of causing mass havoc within the area he controls. Law appears to have mastered his power to such a great extent, that he can even cut through someone who completely imbued their body in Busoshoku Haki.
Ope Ope no Mi has been called the “Ultimate Devil Fruit”. Infact it has the unique power to grant another person eternal youth in exchange for the current user’s life.
Law is extremely skillful in wielding his Nodachi Kikoku, a sword about as tall as he is.
His greatest swordsmanship feats shown so far have been defeating Vergo, one of the strongest members of the Donquixote Pirates, where the wake of his slash was capable of cutting apart Caesar’s laboratory and the surrounding mountains, and cutting a meteor in half. He also managed to wrap the rope created by Donquixote Doflamingo’s attack around his sword.
5-VISTA
“Flower Sword” Vista is the 5th division commander of the Whitebeard Pirates. He is one of the most prominent members of his crew.
Vista has extraordinary mastery in dual wielding swordsmanship and even Mihawk acknowledges his skills. He even managed to deflect Mihawk’s flying slash attack which is powerful enough to cut through battleships. In the anime, he was also able to block bullets with his swords to protect his allies from being shot while escaping.
Another indication of his strength is that during the Battle of Marineford, despite having fought against individual Shichibukai and Admirals as well as numerous Marine officers, he sustained no significant injuries.
4-TSURU
Tsuru is a Marine Headquarters vice admiral. As a Marine Vice Admiral and being a part of the same generation of prominent Marines as Garp and Sengoku, Tsuru is possibly one of the most powerful Marines in the series. Even in her elderly age of 63, Tsuru was strong enough to strike intense fear into Doflamingo.
Tsuru ate the Woshu Woshu no Mi, a Paramecia-class Devil Fruit that allows her to literally “wash and hang out to dry” people and objects as if they were clothes, turning them into flat and malleable like clothes. This disables the opponents by rendering them unable to move. This can also “clean” a limited amount of evil off the victims, which is considered a dangerous ability against pirates.
3-KIZARU
Fitting his title of Admiral, Kizaru is one of the most powerful fighters within the World Government and the Marines.
The greatest aspect of Kizaru’s physical abilities is his immense speed and extraordinary reflexes, which is further enhanced by the light based powers of his devil fruit. Kizaru, in fact, possesses the power of the Pika Pika no Mi, a Logia-type Devil Fruit that grants him the powers of the element of light.
He is capable of moving and attacking at the speed of light, and all of his attacks are based on the element of light, such as firing energy blasts from his fingertips or feet with extreme accuracy and precision. His power is very destructive, causing huge explosions and can easily destroy buildings. He also has the ability to reflect himself, essentially moving from one location to the next at the speed of light. Due to this fruit’s power, Kizaru is possibly the fastest man in the world. Kizaru possesses Observation Haki and Advanced level of Armament Haki.
2-BENN BECKMAN
Benn Beckman has the highest IQ of anyone in the East Blue. Across his voyages he’s learned a lot of experience, with an incredibly advanced intellect and great thinking capabilities.
When the Red Hair Pirates arrived at Marineford to stop the war, Beckman was able to climb on to a Marine ship’s mast and sit on it, all the while pointing his flintlock at Kizaru, without the latter noticing. Admiral Kizaru chose not to fight him, even though he had just fought the First Commander of Whitebeard’s crew and Whitebeard himself.
According to “One Piece: Vivre Card Databook” Benn Beckman is almost as strong as Shanks! His card says that Benn is incredible powerful in terms of physical combat. The card even says that “Comparable to Red Hair’s, this man’s existence is feared by even the powerful warriors of the New World!!”
1-AKAINU
Akainu is the current Fleet Admiral of the Marines. He has shown to possess tremendous strength and an immense amount of superhuman durability.
Akainu possesses the Magu Magu no Mi, a Logia-class Devil Fruit which grants him the ability to transform his body into magma and manipulate it at will, as well as produce near-limitless amounts of it. His ability is naturally of a higher order than Ace’s pyrokinetic abilities, as the higher heat and smothering abilities of his magma allowed him to successfully harm Ace despite Ace’s Logia-defense, and ultimately kill Ace due to this superiority. According to Oda “with his level of controlling and the ability to freely manipulate the Lava, Akainu has the most powerful attack among devil fruits”.
During the decisive ten day battle on Punk Hazard for the position of fleet admiral, Akainu showed the furious power of his Devil Fruit as he changed the weather of one side of Punk Hazard and left it in a blaze.
Eiichiro Oda stated that if Akainu were to become the protagonist, he is so strong that he could end the One Piece series within a year.
Akainu was seen using an advanced level of Armament Haki to negate Whitebeard’s attempt to destroy the execution platform, by creating, with his fellow admirals, a shield combination of their three Haki.
