5 – SHICHIBUKAI
The Shichibukai is an organization of seven of the strongest pirates in the world turned privateers in the service of the World Government.
Although they work for the World Government, the Shichibukai themselves typically do not care about nor respect the Government or even other Shichibukai, and are often considered by the Marines to be no different from any other pirate. On the other hand, they are known as “government dogs” and are despised by other pirates, but are still feared and respected for their infamous reputation and strength which they gained before, and even after they become Shichibukai.
In the current situation, only 5 Shichibukai are remaining: Buggy, Dracule Mihawk, Boa Hancock, Edward Weevil and Bartholomew Kuma.
4 – GERMA 66
Germa 66’s activities are a mix of national military expansion and Underworld warmongering.
As a fighting squad, the Germa makes extensive and adept use of sophisticated military technology, which they continually improve and develop through engagement in warfare. This technology is so advanced that Big Mom of the Yonko sought an alliance with the Vinsmokes in order to gain access to their resources. Germa 66’s present soldiers are artificially manufactured humans, using the cloning technology of the Germa Kingdom. The Vinsmoke siblings are also genetically modified humans whose combat prowess and special abilities easily eclipse the limitations of average humans. Furthermore, they have been shown to use combat gear, including shoes that allow them to hover in midair, jump large distances, and boost their kick power. The army’s supreme commander also possesses an assortment of weapons powered by electromagnetic energy.
3 – REVOLUTIONARY ARMY
The Revolutionary Army is a powerful military organization led by Monkey D. Dragon. Its main objective is to fight against the World Government’s rule over the world.
People who join the Revolutionary Army are considered notorious threats to the government, especially the high-ranking members. The leader Dragon is known as “The Most Wanted Man in the World”.
Due to being an independent militia, another goal of the Revolutionary Army is arms stockpiling, in order to build up their military strength. They build up their forces by training young children into adulthood; how they gain most of these children is unknown.
2 – YONKO
The Yonko are the four most notorious and most powerful pirate captains in the world. They are not allies nor are they strictly enemies of one another. They are not a coalition like the Shichibukai, and they follow their own discrete agendas. Nevertheless, some of the Yonko like Marshall D. Teach and Charlotte Linlin still have the intention of locating the One Piece and becoming Pirate King, while former Yonko Whitebeard had no such interest in doing so.
The possibility of two or more of the Yonko forming an alliance is enough of a threat to cause the World Government to panic.
1 – MARINE HEADQUARTERS
The Marines are the World Government’s military sea force, tasked with law enforcement, international security and military operations. The duty of the Marines is to maintain a law and order throughout the world and impose the will and might of the World Government.
The main purpose of the Marines remain footed in the idea of bringing justice to any criminal. However, the main problem within the Marines is the approach to Justice. They are generally divided between those who support Moral Justice and those who support Absolute Justice with the latter being the code of conduct for the Marines as a central doctrine.
