And among the daimyos in question was Shimotsuki Ushimaru’s (Zoro’s splitting image) who even after his defeat, never wanted to yield / bow down to Kaido.

Onimaru was Shimotsuki Ushimaru’s companion (and thus should have noticed the similarity between Zoro and his former master). It’s likely then that he felt something with Zoro, hence his disappointment in realizing that Zoro was not understanding the true value of Shusui, a word that bothered Zoro.

And Kawamatsu brought up the fact that Zoro coming to Wano, returning Shusui is fate.

Indeed, the Wano citizens worship Ryuma as a god (God of the blade), to the point Onimaru literally linked the Wano tragedy to the robbery of Shusui incurring Ryuma’s wrath.

But with Shusui having returned where it belongs, they view it as a sign of hope, of Wano returning to it’s former glory.

Which should all lead to Zoro being perceived as a second coming to Ryuma, inheriting the Shimotsuki will.
